Function, missions, rights, and operation mechanism
Function The National Committee is the interdisciplinary organization tasked to assist the PM in directing and coordinating AIDS, drugs and prostitution prevention and control.
Missions and rights
- The National Committee helps the PM establish strategies and projects, launch, integrate and coordinate programs and resources as well as evaluate activities of ministries, departments and localities on AIDS, drugs and prostitution prevention and control.
- The National Committee helps the PM direct international cooperation activities in AIDS, drugs and prostitution prevention and control.
- The National Committee synthesizes and reports to the PM the implementation of AIDS, drugs and prostitution prevention and control programs.
- Documents signed by the Chairman of the National Committee use the PM’s seal.
Operation Mechanism
- Members of the National Committee will include those who work in different sectors and branches.
- Expenditures of the National Committee will be funded by the State Budget and included in the Government Office’s annual budget estimates.
- The Chairman of the National Committee issues mechanisms on operation, communication and reporting methods, as well as on the relations between the National Committee and ministries, departments and localities’ steering committees to guarantee the close cooperation and direction from the central to grassroots levels.
- The Department of Science and Education-Culture and Social Affairs, under the Government Office helps the Chairman of the National Committee establish program and plans, coordinate and boost up the implementation of ministries, agencies and localities’ missions; synthesize and report activities of AIDS, drugs and prostitution prevention and control.
- The Steering Boards at ministries and departments will be headed by one leader. The Heads of ministries and departments decide to set up Steering Boards, stipulate functions, missions and components and issue the operation regulations of the Steering Board on AIDS, drugs and prostitution prevention and control.
- The Steering Boards at cities and provinces and members of Steering Boards will be appointed by the Chairmen of provinces’ People’s Committees and led by the Chairman or the Vice Chairman of provincial People’s Committees. The Departments in charge of the Steering Boards will be located at the Offices of the provincial People’s Committees.
- The Steering Boards at communes, districts and cities under provinces will be nominated by the Chairmen of district-level People’s Committees and directed by one district-level leader. The Offices of district People’s Committees is responsible for assisting the Steering Boards.
